A refinery and coastal terminal required an assessment of the potential environmental risks.

The Situation

Our client required an assessment of the potential environmental risks on their refinery and coastal terminal.

Approach

Advisian completed an environmental risk assessment for the industrial complex including a refinery, marine terminal and oil pipeline. A software tool was developed to model the probabilities and consequences that would result from 26 release scenarios involving more than 2,500 potential sources (tanks, pipes, pumps, flare stacks and treatment ponds), a refinery and a coastal terminal to the adjacent protected tidal estuary. The potential exposure routes included soil, groundwater, surface water and air from spill sand leaks from hydrocarbon infrastructure.

The software identified hazard and environmental receptors and the probability of occurrence and the team output a remediation measures costs evaluation and risks evaluation and financial guaranty calculation.

Results 

Critical and highest liabilities were easily identified by plotting the probability of occurrence versus the monetised damage, and the client was able to identify where mitigation investments should be focused. Implementation of prevention and mitigation measures were then simulated to verify the results.
