Uganda Midstream National Content Regulations Review

Meeting new government legislation and regulations with respect to national content requirements

The Situation

New government legislation and regulations with respect to national content requirements for midstream operations have a significant impact on investment decisions for project execution and operation of the refinery. The client wanted to understand the associated risks and opportunities. 

The Government of Uganda has articulated its National Content requirements within the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act 2013.  The Act is further supported by the Draft Petroleum (Refining, Conversion, Transmission and Midstream Storage) National Content Regulations, 2015.

Our Approach

In order for the client to understand the risks and opportunities associated with both the Midstream Act and Regulations with regard to National Content, Advisian undertook a high level desktop review of both in the context of the current business environment within Uganda.

In addition to a desktop review, a comparison was made where appropriate between the Midstream Act and Regulations and the Petroleum (Exploration, Development and Production) Act (Upstream) and Draft Upstream National Content Regulations.

Results

The study formed the basis of discussions with key stakeholders.
